Justice, Freedom and Security policyThe Community is working to create an area of justice, freedom and security. The main objective of the Justice, Freedom and Security policy is to make the EU a more secure place to live by promoting cooperation between police and judicial authorities within the Member States. The Hague programme, adopted in November 2004 by the European Council, set the objective of the area of justice, freedom and security for the period 2005-2010. The Hague programme works to improve the common capability of the Union and its Member States, guarantee fundamental rights, ensure minimal procedural safeguards and access to justice for citizens, provide protection for refugees, regulate migration flows and control the external borders of the EU, fight organised cross-border crime, and repress the treat of terrorism. This is only a short list of the goals and objectives of the Hague programme. There are three framework programmes for the period 2007-2013 in the field of Justice, Freedom and Security. In adddition there is a Programme for Civil Protection. Fundamental Rights and Justice encompasses fours proposals for specific programmes; fight against violence (Daphne), drug prevention and information, fundamental rights and citizenships, criminal justice and civil justice. Solidarity and Management of Migration Flows relates to funding for refugees, external borders, the integration of Third Nationals and deportations. Security and Safeguarding Liberties includes proposals for two specific programmes; Prevention, Preparedness and Consequence Management of Terrorism, and Prevention of and Fight Against Crime.
