Prevention, Preparedness and Consequence Management of Terrorism

Period: 2007-2013
Budget: EUR 137.4 million

A subprogram of the Security and Safeguarding Liberties Framework Program, the Prevention, Preparedness and Consequence Management of Terrorism program seeks to prevent and reduce the risk of terrorist attack in the EU through judicial cooperation. While trying to avoid a terrorist attack, this program also seeks to protect the EU's critical health and security infrastructure as well as the EU's environment, public health, transport, economic and social cohesion.

The goals and aims of the program can be divided into two areas:

1. Prevention and Preparedness

In order to prevent and prepare for possible terrorist attacks, the programme aims to:

•  Foster risk and threat analysis on critical infrastructure
•  Develop common security standards
•  Promote the exchange of information and best practices
•  Support coordination and cooperation on the protection of the EU's critical infrastructure

2. Consequence Management

While the goal is to prevent a terrorist attack from happening, the programme also sets objectives of how to deal with a terrorist attack, should one happen:

• Foster the exchange of information, experience and technology
Develop new methods and plans of dealing with crisis's
Ensure the exchange and use of crisis management expertise

The programme targets bodies and organisations that are an established legal entity in the EU. However, the following projects and action can be taken by Commission, national governments or transnational groups consisting of at least 2 Member States or one MS and an applicant country:

• Prepare or complement transnational projects or Community actions

• Develop new methods or technologies of fighting crime for Member States or applicant countries

• Protect the EU and its citizens from terrorist attacks

Projects that fall under the following fields are eligible for financial funding:

•  Work that increases mutual understanding, develops contingency plans or increases the exchange of information among authorities
•  Analysis, monitoring, inspection or evaluation
•  Education or training
•  Dissemination of information to relevant actors or the public
