Budget: 56 million Euros

The Fiscalis programme seeks to improve the internal market taxation system and fight fraud by increasing the cooperation among the relevant authorities in the participating states.

The programme is divided into separate tax fields, with specific objectives and goals identified for each field:

Value Added Tax (VAT):
• Increase the level of understanding about the current tax by simplifying and modifying the rules according to current needs
• Ensure the current rules are equally implemented in each Member State
• Establish effective administrative procedures and cooperation

Direct Taxation:
• Identify current problems and inefficiencies in the system and take measures to remedy them and educate authorities in regards to the established laws
• Encourage cooperation in direct taxation
• Exchange information and best practices

Excise Duty:
• Encourage cooperation by using an established and agreed upon approach
• Ensure the current rules are equally implemented in each Member State

Applicant Countries:
• Educate authorities regarding Community tax laws
• Establish a dialogue between applicant and current states to exchange information and best practices so as to allow for proper and efficient implementation

The programme can then be divided into actions and activities that need to be undertaken:

• Design new Communication and Information Exchange Systems and ensure current systems are implemented and working properly
• Set up multilateral controls
• Hold seminars and trainings educate Member States authorities
• Implement an exchange program for officials between Member States
