2. Preservation and Management of Natural Resources

This heading covers the Common Agriculture Policy , (CAP), the Common Fishery Policy (CPF) and the Environmental policy . A large portion of the money within this category finances the direct support to farmers and other market related expenditures.

Within the CAP, there are two newly created funds: the European Agriculture Guarantee Fund (EAGF) and the European Agriculture Fund for Rural Development (EAFRD). These two funds will replace the European Agriculture Guarantee and Guidance Fund.

A new instrument, the European Fisheries Fund (EFF), will primarily finance the fishery policy. EFF is replacing the Financial Instrument for Fisheries Guidance (FIFG).

Several smaller financial instruments for environmental actions have been incorporated in the new Community programme, LIFE +, beginning 2007.
